If a Dog Owner has no fenced yard for his dog and allows his dog out of the house, by him/herself, to do their business - who is in the wrong - The Dog or the Owner?

If a Dog Owner purchases a dog for his/her children and without consistent training or supervision allows the dog to play with the children and someone get nipped - who is in the wrong? The Dog, the Children or the Owner?

Considering Parents are responsible for their children up to a certain age, then the aforementioned question should only be applied to the Owner and Dog.
